This ethics archive would not exist without the diligence and dedication of Mr. Frank S. Palen, Esq., AICP.  Since the Annual Ethics Seminar launched in 2007, Mr. Palen has served as a member of the planning committee and as a presenter each year. This archive, edited and compiled by Mr. Palen, contains information in both audio and video formats presented by various individuals at these annual meetings, starting with the inaugural seminar held in 2007.

Mr. Palen has had a lifelong interest in promoting ethical behavior, particularly in the public sector. The LeRoy Collins Public Ethics Academy and the Florida Atlantic University School of Public Administration are extremely grateful to him for allowing us to establish this open access archive to years of invaluable research, presentations and historical materials.  Over time, we hope to expand the archive holdings and search capabilities, allowing for even greater access to all those who share Mr. Palen’s interest in promoting ethical behavior in our community.

About Frank S. Palen, Esq., AICP

Mr. Palen is a Partner in the law firm of Caldwell Pacetti Edwards Schoech & Viator LLP in West Palm Beach. From 1984 to 1989, Frank served in the Palm Beach County Zoning Division, including as Director of Zoning. Thereafter, he was in-house counsel for several large land development companies in Palm Beach County.

An urban planner with experience in such diverse areas as air quality, parks and recreation, urban design, historic preservation, and neighborhood revitalization, he currently represents several special purpose local governments and practices in the areas of special districts, land use, land development and real estate. From 1994 to 2002, he served as a member and Chair of the City of Lake Worth Planning and Zoning Board, where he was the principal author of the City’s Historic Resources Preservation Code.

Mr. Palen served as staff to the U.S. National Commission on Neighborhoods (1979), as a Lecturer in Law at the State University of New York at Buffalo, as an Adjunct Instructor in the School of Urban and Regional Planning at Florida Atlantic University, and as Lecturer for the Florida Trust for Historic Preservation, the Florida Redevelopment Association, and the Florida Association of Special Districts. He is currently a Lecturer in American Planning Law for the AICP National Exam Prep Course 3.0.

In 2016, Mr. Palen was recognized for his contributions to the planning profession by the Florida Chapter of APA with the Distinguished Contribution to the Chapter Award. He received his B.A. (cum laude) from Allegheny College and his J.D. (cum laude) from the State University of New York at Buffalo.
